P1247 means boost pressure is low and P1249 means wastegate failed steady state test, boost pressure was high. Somewhere there is a problem with either the wastegate control solenoid, the vacuum/pressure hose or the wast gate actuator. Inspect the actuator and hoses, you can see a broken or unhooked hose, use a regulated air supply to see if the wast gate actuator moves, don’t use more then 25 psi, if these all look good try replacing the waste gate control solenoid.
