Ive had my NEW tires rotated and balanced and it is still making the noise.

Is it the front tire? You may have a bad wheel bearing.

My dodge ram was doing this, it was because my tire had a buldge in it. The guys at big 10 said I could either buy a new tire, or get that one shaved “they take the tire and shave off the bump”. It could be the same thing that you are experiencing, or you might be out of allignment and your tire wore more on one side than the other.
